Introductory letter signed by William Francis Galvin, Secretary of the Commonwealth of Massachusetts. All housed in original blue cloth boards portfolio. Portfolio height 17.75 inches, width 13.75 inches. While there were 500 copies slated there were only apporximately 380 printed.
